Can I Install Own-Use Solar Without Joining Net Metering?

The Philippines now distinguishes qualifying own-use pathways from export-based net metering. Learn what to confirm before proceeding.

Yes, own-use solar and net metering are different pathways, but “no exports” does not mean “no safety requirements.” In August 2026, the Philippine Department of Energy announced streamlined rules for qualifying zero-export and micro-solar systems. Establish which category your proposed installation falls into and how your distribution utility is implementing it before authorising work. [1]

Describe what the system will do

Begin with a plain description: which premises it serves, whether it operates in parallel with the grid, its proposed capacity, and how export is prevented. A battery may be present or absent; that fact alone does not define the connection pathway. Ask the designer to explain the proposed energy flow in normal use and during an outage.

Give that description to the electricity supplier. Do not choose a regulatory category because a seller used a convenient label on an advertisement. The actual equipment, wiring and operating controls should match the application or notification that is submitted.

Understand the new categories carefully

DOE’s announcement describes SGF zero-export systems and consumer-grade micro-solar systems up to 1 kW, with qualifying exemptions and notification arrangements. It also retains technical safeguards. [1] The announcement is not a universal instruction to connect any online kit to a household socket.

Ask the supplier to identify the applicable circular, current utility procedure and technical evidence for the exact product. Confirm what the local building authority needs for your structure. A simplified administrative pathway is valuable when it applies; it does not remove the need to assess damaged wiring, an unsuitable roof or unsafe equipment placement.

Choose the correct connection pathway. Use only: Confirm the qualifying own-use category. Export surplus: Confirm the net-metering pathway. Change later: Ask what approval or notification must change.

Reconcile national policy and utility instructions

Meralco’s current FAQ asks own-consumption solar customers to inform the utility and identifies a zero-export route. [2] If an older checklist appears inconsistent with newer DOE guidance, request a written clarification for your category instead of choosing whichever document looks easiest.

Keep the date and reference of the guidance you receive. Procedures can evolve, and a neighbour’s installation may have been processed under different rules. Outside Meralco’s franchise, obtain instructions from the actual electric cooperative or distribution utility serving the property. Do not submit a Meralco checklist as if it were a nationwide approval form.

Make export prevention a commissioning question

Ask how the proposed system detects grid exchange, controls output and responds to a failed sensor or communication link. Request a documented commissioning check by qualified personnel. A setting named zero export is not enough if the measuring equipment is installed incorrectly or the design does not behave as intended.

As a homeowner, you can request evidence and observe the handover demonstration from a safe position. Do not open the switchboard, reverse sensors or experiment with protective settings yourself. Retain the approved settings and installer report so future servicing or equipment replacement does not quietly change the agreed operating mode.

Zero export needs more than a label. Measure: Suitable grid-exchange sensing. Control: Compatible, correctly configured equipment. Verify: Qualified commissioning and a saved report.

Model the energy you can actually use

For an illustrative day, imagine 18 kWh of potential solar production and only 9 kWh of suitable daytime demand, with no battery or permitted exports. You cannot automatically assign retail-rate savings to all 18 kWh. The design must explain how excess potential output is handled and how much generation is actually used.

Use a weekday and weekend load profile before choosing panel capacity. Future aircon or EV plans can be modelled separately. This keeps the proposal useful for your present household while showing what an expansion might change, without treating uncertain future consumption as guaranteed savings today.

Ask for a pathway-specific handover

Your records should identify the system category, utility correspondence, equipment list, electrical and structural assessments where applicable, commissioning evidence and operating instructions. Ask who is responsible for updating the utility if the system is expanded or changed to export later.

Lightning Energy Philippines can help turn the current rules into a clear list of questions for your particular home. Bring the service address and utility account details, then ask for the chosen pathway to be explained in writing. The goal is properly documented own-use generation, with simplified requirements applied accurately and electrical work handled by qualified people.
